Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Please note that this CFCV is limited to internal candidates holding SST ungraded contracts. This is a request for CVs/ expression of interest for the position of Regional Manager (Visa Application Centre (VAC)) – Africa. BACKGROUND:
Citizenship and Immigration Canada (CIC) have embarked on a major change programme designed to transform the way that it operates its visa application system. CIC is implementing a Global Visa Application Centre (VAC) Network, having awarded a seven year contract to a partnership between VFS Global (lead) and IOM (project partner). The VAC network will provide applicants with more convenient channels for visa submissions and improved access to enhanced administrative services, including capture of biometrics, all delivered in accordance with strict CIC performance benchmarks and privacy requirements. IOM's Immigration and Border Management (IBM) Division's ongoing work in improving migration management includes developing Immigration and Visa Support Solutions (IVSS)
for governments and migrants worldwide. Within the scope of this work, IOM already provides VAC services in over 15 countries. IOM operated VACs handle all of the timeconsuming administrative tasks of the visa application process and aim to ensure that only properly completed visa applications are submitted. Such outsourcing partnerships result in reduced costs and workloads for the Immigration Departments of Member States and faster visa processing times, as well as improved service standards for visa applicants. Perhaps most importantly, such partnerships enable immigration officers to make more informed decisions based on complete information, while focusing on their core function; making visa decisions, and not handling administrative tasks, while focusing on their core function; making visa decisions.
Context & Scope:
Reporting programmatically to the Global Programme Coordinator (Visa Application Centre) Network Canada and under the oversight of the IVSS Senior Specialist, and administratively to the Chief of Mission (CoM) in Accra, Ghana. The successful candidate is accountable and responsible for the effective day to day management of the VACs in their country and region. The position includes responsibility for ensuring the timely and cost-effective roll-out and go-live of the regional VAC network, ongoing operational management via the network of national client service staff in each VAC, financial oversight, as well as security, stakeholder relations, performance and client service management for his/her region. Countries of responsibility are as follows: Ghana, Senegal, Burkina Faso, Tanzania, Ivory Coast, Ethiopia, Niger, Mauritius, Guinea Conakry, Uganda, Ethiopia, Ethiopia (Note: Additional countries may be added).
Core Functions / Responsibilities:
1. Responsible for the effective management of day-to-day VAC activities - ensuring standardization, efficiency, transparency and excellent, international standard client service to applicants.
2. Develop and maintain excellent quality relationships with the lead project partner, VFS Global, relevant Canadian Diplomatic Missions and IOM CoM's and all staff under his/her management.
3. Maintain close liaison and coordination with key stakeholders.
4. Adhere to all requirements of the VFS Global Teaming Agreement, Project Partnership Agreement, Service Agreement, Non-Disclosure Agreement and Confidentiality Agreement.
5. Responsible for ensuring that applications meet VFS Global and CIC's requirements in terms of quality, schedules and security.
6. Responsible for ensuring VAC security to minimum operating security standards (MOSS).
7. Responsible for ensuring that VACs are staffed adequately as per the staffing guidelines.
8. Lead and develop team members. Ensure all team members receive the training and tools needed to perform their tasks as required. Responsible for overall employee management in terms of productivity, adherence to the Statement of Work and agreements with VFS Global, motivation, attrition, etc.
9. Prepare, analyze and use key management information to improve VAC operations.
10. Closely monitor and work within given budgets in consultation with the Global Programme Coordinator.
11. Identify and develop responses to risk, issues and opportunities as they arise and to escalate to the Global Programme Coordinator and VFS Global as appropriate.
12. Prepare and ensure timely reporting as required.
13. Perform such other duties as may be assigned.

- completed advanced university degree in Business, Liberal Arts or a similar field from an accredited academic institution;
- five years professional experience (or seven years of experience for candidates with first level university degree), in regional project management, government liaison, immigration/visa related operations, management, service delivery;
- managerial experience (has had led teams of 5+ personnel;
- cross domain knowledge (client service, stakeholder relations, IT, finance);
- demonstrated skills in the use of the VFS Global software, knowledgeable of CIC visa requirements, VAC SoP's and able to train staff accordingly;
- understanding of visas and the Canadian visa application process. Languages Thorough knowledge of English and French.
