DAI has long been a leader in reforming business environments, which improves the competitiveness of countries, industries, and companies in domestic and global markets. We have led projects all over the
world, reforming regulatory environments and improving business productivity through the application of a technical understanding that is constantly informed and refreshed by hands-on experience in the field.

Objective of the programme:
The objective of the programme is to establish a foundation, the aim of which is to create employment opportunities in communities affected by the country's growing oil industry. The project will be implemented in the oil producing, Western Ghana. Working in partnership with the oil industry and local and national government, the project aims to create local jobs in 6 coastal districts through investing in and leveraging investment in income generating activities. Particular focus will be placed on creating opportunities within two vulnerable communities - fishing and coconut farming. This will be achieved through four components: Investment, Market Development, Infrastructure and Education and Skills development.

The programme will consist of 4 components:
1. Investment : The set up of an investment vehicle that will create medium and long-term revenue for the foundation. The focus will be on providing equity and/or loans to 2 or 3 financial institutions focusing on SME development. The foundation will employ a fund manager to manage the funds.

2. Market Development : The component will focus on strengthening value chains with the most growth potential, but also on those related to the oil industry (services, construction etc.). There will be a matching grants scheme attached to the market development component.

3. Infrastructure: A fund will provide grants and technical assistance to local governments to leverage central government funding to invest in infrastructure in the region.

4. Education/Skills Training: The project will also be supporting local education initiatives and skill training for prospective entrepreneurs and provide a reliable source of skilled labour for local industry and business.

Requirements:

  •     Relevant experience in Ghana and/or West/Sub-Saharan Africa;
  •     A minimum of 5 years successful working experience in one (or more) of the possible technical areas in this project;
  •     Experience working on international donor funded programmes
  •     Experience working in oil sector transparency preferred
  •     Excellent English communication skills
