Background:
Horus Development Finance (Horus) is a technical assistance provider working in the microfinance sector in emerging and developing countries. Horus created Advans with several major international development finance Institutions (EIB, KfW, FMO, AFD, IFC, CDC). The Horus MIS unit provides assistance services, like defining the MIS strategy, selecting key hardware components and software, providing implementation services, ensuring support and maintenance to local Advans MIS team, maintaining a common Advans model and ensuring its evolution according to the needs of the institutions of the Advans network.
About the Job:
Horus is seeking an MIS Service Delivery Manager. S/he will work under the supervision of the head of information systems based at Horus’ head office in France. S/he will be responsible for MIS Service portfolio development and delivery to Advans clients.
Tasks and Responsibilities:
- Responsible for the overall management of the MIS service delivery unit;
- Set up the required organization, policies, and processes for the 2nd level support and maintenance service for Advans clients;
- Line management to lead, motivate, and develop the MIS service delivery team (of IT experts and support officers) so that its individual and collective performance is of the required standard and meets the current and future needs of the business;
- Design and implement key performance metrics to improve service management productivity and the overall service provided to the business within a customer-focused support capability and account management relationship;
- Promote the Advans model, investigate all appropriate means to develop the service portfolio, reduce the service cost, improve service levels, and recommend new or revised standards, policies, and guidelines, and remain in compliance with all Horus/Advans IS/IT strategy and guidelines and technological evolutions;
- Coordinate and deliver project activities/workstreams during greenfield implementations;
- Assist in recruitment of staff and ensure training, knowledge transfer, and coaching to develop staff skills.
Qualifications:
- Technical/Economics college/university degree with MIS+IT skills;
- More than 7 years of working experience in IT (3 years technology, minimum 4 years in IT organization/project/business areas with a management position);
- Strategic IT planning, service management, and delivery;
- Full command of the English language, both written and spoken. French would be an asset;
- Understanding of the customer service concept, ITIL processes, and best practices;
- Knowledge, intercultural sensitivity, and experience of development challenges in developing countries.
