Objective:

USAID/Ghana anticipates awarding a contract to meet the Mission’s programmatic needs for Monitoring and Evaluation (M&E) in the health sector. The purpose of the Evaluate for Health contract is to establish a mechanism to support USAID/Ghana in strengthening M&E practices in three core areas, Evaluation Studies and Assessments, Performance Monitoring and Evaluation Assistance and Strengthening Local Capacity for Research Management. USAID/Ghana anticipates that the Contractor will establish a significant life-of-project presence in Ghana, including full time senior staff. SI is seeking a Senior Capacity Development Advisor.

Responsibilities and Tasks:

The Evaluation Expert shall be responsible for leading the design and implementation activities under Component 1: Evaluation and Assessments. S/he will work with the Contracting Officer’s Representative and other USAID technical staff to develop the methodologies necessary to meet the deliverables required in the SOWs for evaluation tasks. The Evaluation Expert will be the lead analyst for interpreting the results of surveys and other field data and be responsible for report preparation.

Qualifications:

  •     A Master’s Degree (or foreign equivalent) in social sciences, biology, health or related fields;
  •     Minimum ten (10) years of progressive experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects. Preferably, at least five (5) of these years should be in developing countries;
  •     Minimum five (5) years of quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis;
  •     Minimum five (5) years of experience leading evaluation teams, or research teams;
  •     Minimum two (2) years of experience implementing monitor and evaluation activities;
  •     Previous experience in Ghana preferred;
  •     Fluency in spoken and written English is required;
